Use your rotary cutters to cut 8 18" strips of the 10" mesh.
Next, cut 20 10" strips of the 10" mesh.
Take 2 of the 10" strips at a time and make a loose curl with each. Make a cross with them and attach to one of the pipe cleaners along the bottom rung of the wreath frame. Repeat at each pipe cleaner on the bottom rung of the wreath frame.
Now take the 18" strips and scrunch them down the center to make a ruffle. Then attach one to each pipe cleaner along the top rung of the wreath frame.
Cut 4 squares from the foam. Use a staple gun to attach one square and one pipe cleaner to each corner of the wreath sign.
Use the pipe cleaners to go through the mesh and and attach the sign to the wreath frame.
Next, attach one bow to the bottom left, top left, and center right of your sign.
Next, cut 5 14" ribbon tails of your 4 ribbons.
Put one 1.5 and one 2.5" ribbons together. Fold at the center and attach to the pipe cleaners on the right side of the wreath where there isn't a bow. Repeat with the other 2 ribbons and alternate the designs on the remaining pipe cleaners.
