Start by cutting the 10" mesh into 8 18" pieces, this will be for your top rung. Then cut 20 10" pieces for the bottom rung.
Next take two pieces from your bottom rung pile and make loose tubes with them. Lay one on top of another in and X and add the center to one of the twist ties on the bottom rung of the wreath frame. Repeat until all ties are full.
Now take one of your 18" pieces, slightly curl the ends and then scrunch towards the center to make a ruffle. Add the center of the ruffle to one of the twist ties on the top rung of the frame. Repeat until all ties are full.
If you want your wreath to be more of an oval shape, push in the sides a tad bit before adding your tails and sign.
Next cut 9 14" ribbon tails from both 2.5" and both 1.5" ribbons. Then dovetail the ends.
Now take one 2.5" and one 1.5" ribbon laying the smaller one on top of the other. Fold the tails in half and pinch the center together. Attach the center pinch to a twist tie on the bottom rung of the wreath frame. Repeat with the remaining ribbon tails and twist ties, alternating color combinations. Then do the same thing along the top rung.
Next add a dab of super glue to each corner of your sign. Then attach a mounting square to each. Attach a pipe cleaner to each mounting square and use the them to attach your sign to the wreath frame. I add mine at an angle close to the top of the center.
Finally, add your bow to the bottom right side of your wreath then dovetail the ends and fluff it up.
