Start by folding over the end of the 21" mesh and attaching the gather into one of the twist ties on the inner ring of the wreath form. Measure 10" from the first twist tie and add that point to the next twist tie. Continue along the rest of the inner ring. Repeat the same method on the bottom ring but make 12" poofs.
Cut 18 20" strips of the 10" mesh for your ruffles. Take one roll up the ends a bit and then scrunch up the center to make a ruffle. Add it to one of the twist ties on the wreath frame. Repeat until you've put one ruffle in each tie.
Cut 4 pieces of craft foam. Put a dab of hot glue close to each corner of your sign. Lay a pipe cleaner on top of the glue and then a piece of craft foam. Then use a staple cut to secure both pieces in place.
Once the glue is dry use the pipe cleaners to poke through the mesh and attach the sign to the left side of the wreath frame.
Next add your largest bow in the same way to the opposite side of the wreath from the sign.
Now add another bow to the top of the wreath the dovetail all of your ribbon ends.
Next cut your ribbon tales. You want to use a 1.5" and a 2.5" ribbon and you will be using 1 2.5" tail and 2 1.5" tails in each remaining twist tie.
Take one of the 2.5" tails and 2 of the 1.5" tails and lay them on top of each other. Fold the tails in half and pinch the center together. Attach the center pinch to a twist tie on the wreath frame. Repeat with the remaining ribbon tails and twist ties.
Now make 2 baby bows using some of the ribbons you used in your big bows and add one to the top and bottom of your wreath where there are empty spots.
Next assess your wreath and make sure your colors are balanced on all sides. Add ribbon tails if you need to in order to balance the colors.
